Algeria: Capacity Building of Chambers working with the Nucleus Approach


The Nucleus Approach raises new demands and challenges
 
  
In May 2008, SEQUA launched a collaboration with GTZ in Algeria to provide capacity building trainings for chambers. The cooperation will last till June 2009.
 
SEQUA is organising trainings addressed to presidents, board and secretariat members of 14 Chambers of Skilled Crafts and Chambers of Commerce and Industry. The Nucleus group consultants ("Conseillers Nucleus") are also strongly involved and benefit from well-targeted training modules. The content of the trainings has been identified on the base of the results of a participative need assessment workshop organised in Algiers in May 2008. Three main topics will be covered during the trainings: development of internal capacities of the chambers, improvement and diversification of the BDS offer, and reinforcement of advocacy competencies. The trainings are carried out under the supervision of SEQUA by a pool of experts who have deep experience in the field of chamber management and who have a very good knowledge of the Nucleus approach.
 
The experience of other countries (Brazil, Sri Lanka for instance) will be used as benchmark and the exchange of best practices will be encouraged throughout the trainings and during a study tour in Germany.
 
Since one year GTZ is implementing the Nucleus Approach in Algeria within the framework of its project AAPOP (Appui aux Associations Professionnelles et Organisations Patronales). After one year, more than 100 groups of entrepreneurs, so called "sector units" or "nuclei", have been created.
 
The introduction of the Nucleus Approach changed the relations between the chambers and their members. After the first phase, the Algerian Chambers are now facing the challenges of a second phase.
Indeed chambers need to be supported and their staff needs to be trained to be able to better tackling the challenges created by the Nucleus’ dynamics. However, on one side, entrepreneurs become more aware of the services the chambers can provide to them and, consequently, they increase their demands to the chambers. On the other side, chambers' staff feels that they have to improve and increase their offer of services towards their clients, the SMEs, and have to reinforce their structure and qualifications to work in a more effective and service-oriented way.
