Strategies that serve both sustainable development in cooperation countries and private business are more important than ever. Partnerships between private business and the public sector stimulate sustainable development: develoPPP.de is BMZ's instrument to carry on its successful partnership with private business.
During the past 10 years Germany's cooperation countries have benefited from such partnerships: More than 1,000 development partnerships in more than 70 developing countries have been established between German/European companies and the develoPPP.de-agencies of the Federal German Government. They have demonstrated that entrepreneurial targets and development goals are frequently complementary and can be achieved more efficiently and more effectively when they are carried out jointly.
This positive track-record is the basis for the new develoPPP.de-programme: develoPPP.de is a programme that the efforts of
German and European enterprises' to contribute to the sustainable development of and in Germany's cooperation countries. This has to be seen in the context of the United Nations' Millennium Development Goals (MDGs): end poverty and hunger, universal education, environmental sustainability and global partnership (more...). Germany's Federal Ministry for Economic Cooperation and Development (BMZ) has defined its role to accompany its cooperation countries on their way to achieve the MDGs.
develoPPP.topic focuses on those business sectors in cooperation countries' that are characterised both by need for action and by chances for business. develoPPP.de covers a broad spectrum of opportunities for cooperation between private business and development policy.

develoPPP.de ....
- stands for development partnerships with the private sector,
-
is a programme funded by the Federal Ministry for Economic Cooperation and Development (BMZ), and
-
provides grants for projects in developing countries and emerging economies.

Grants
|
- public (co-)funding (grant) is limited to a maximum of 50% of the total project costs
- the maximum grant amounts to 200,000 EUR (per project)
- the maximum duration of any project is three years

Suitable Applicants
|
Suitable applicants are ...

profit-oriented enterprises headquartered in the European Union incl. Germany,
-
enterprises headquartered in the respective cooperation country provided that the majority of their equity shares is held by profit-oriented enterprise(s) headquartered in the European Union.
-
consortia which are under the leadership of an an eligible company (non-profit organisations may be members of a consortium, e.g. chambers, business membership organisations, NGOs, foundations, universities, authorities, etc.)

Requirements for Applicants
|
Every applicant must provide evidence that financing and sustainability of the undertaking is ensured.
Therefore, every applicant must prove ....
- a track record of at least 3 years in the applicant's market
- a permanent staff of 10 employees or more
- an annualy turnover of EUR 1 million or more
- a long-term commitment in the cooperation country
|
Cooperation Countries
|
Development partnerships may be conducted in all those developing countries which are included in the OECD DAC List of ODA recipients.
|
|
Requirements for Projects
|
Every develoPPP.de project ...
-
has to be compatible with with the German government's development policy targets, i.e. it has to foster the economic, social or ecological development (compatibility) of the cooperation' country
-
has to unite common goals, i.e. the contributions of the public and the private partner have to complement each other so that both parties achieve their respective goals more efficiently, more effectively and in a shorter time (complementarity),
-
has to be economically profitable for the company in the long-term,
-
must be competitively neutral,
-
is not feasible without public (co-)funding and n is not required by law (subsidiarity),
-
must include a financial contribution of at least 50% by the applicant (contribution of the private partner),
-
will be continued by the private partner after the end of the co-funding phase (sustainability)
