Ukraine: Modernising Vocational Education through Stronger Private Sector I

Since June 2025, sequa has been implementing the new project “Vocational Synergy” together with Ukrainian partners to modernise Ukraine’s vocational education and training (VET) system. Within the framework of the multi-donor initiative Skills4Recovery, the project aims to strengthen cooperation between policymakers, VET providers and the private sector, thereby contributing to the country’s economic recovery and EU integration with a strong practice-oriented approach.

A key focus of the project is the stronger involvement of the private sector in the governance of the VET system. Companies and business associations are to be integrated into management and quality assurance processes in order to enhance practical relevance, accountability, and labour market orientation. In addition, policy dialogue will be expanded by establishing structured exchange formats between government, education providers, and industry.

In parallel, the project supports the alignment of Ukrainian vocational qualifications with EU standards. Initial pilot measures include adapting a selected occupational profile to enable recognition both in Ukraine and in the EU, thereby fostering economic integration and strengthening workforce development.

About Skills4Recovery:
The multi-donor initiative Skills4Recovery aims to support initial and further training of skilled labour in five economic sectors relevant to the recovery process: construction, transport, agriculture, services, and manufacturing. The objective is achieved by strengthening the capacities of VET providers in delivering quality and market-oriented educational services, engaging vulnerable groups, as well as cooperating closely with employers. Skills4Recovery is financed by the European Union, Germany, Poland, and Estonia. It is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Solidarity Fund PL (SFPL). The programme runs until June 2026 and covers all regions of Ukraine. The total budget amounts to EUR 14 million.

“Vocational Synergy” builds on sequa’s many years of experience in Ukraine and brings together German and Ukrainian professional institutions. The project thus makes a direct contribution to labour market-oriented vocational education that meets the demands of reconstruction while at the same time supporting EU integration.
