EU Experts4ME

This project supports Montenegro’s EU accession process within the framework of the GIZ-implemented measure “EU–EMPOWER–ME”, co-financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ). Although all negotiation chapters have been opened, further reforms are required, particularly in the areas of rule of law, governance, and competitiveness. sequa provides a flexible mechanism for the rapid mobilisation of EU expertise from Germany and other EU Member States. The support focuses on strengthening administrative capacities, aligning with the EU acquis, and fulfilling accession requirements, with particular emphasis on the clusters Internal Market as well as Competitiveness and Inclusive Growth. A key focus is the integration of private sector perspectives into reform processes. The needs-based support includes short-term technical expertise for legal and policy drafting, benchmark and gap analyses, roadmap implementation, and institutional capacity building. In addition, the project promotes public-private dialogue, peer exchange, and institutional partnerships to foster sustainable alignment with EU standards.
