Modernizing VET in Ukraine

The project supports the modernization of Ukraine’s vocational education and training (VET) system by strengthening private sector engagement and fostering evidence-based policy dialogue. Its aim is to better align VET with labour market needs, enhance quality, and advance approximation to EU standards. Key measures include reinforcing mechanisms for sectoral dialogue, developing strategic policy recommendations, and reviewing qualifications to ensure compliance with European frameworks. The project focuses on close cooperation between VET institutions, government bodies, and business representatives, particularly in reconstruction-relevant sectors such as construction, agriculture, transport/logistics, and services. Private companies, chambers, and associations are encouraged to actively contribute to curricula design, quality assurance, and the development of practice-oriented training models. In addition, the project promotes peer-learning, short-term training modules, and innovative cooperation schemes. Through capacity building, expert advisory support, and structured dialogue platforms, the project creates sustainable structures that strengthen Ukraine’s labour market and support its path toward EU integration.

Project Target

The project objective is to enhance Ukraine’s VET system by promoting sectoral cooperation between VET institutions and employers via policy advisory, deepening dialogue with the private sector and modernising training offerings.
